Bali Racing to Save Kuta’s Beaches: Five Breakwaters and Sand Replenishment to Protect Tourism by Q4 2026

Bali Shores Project Receives Strong Support for Accelerated Development

On Monday, October 13, 2025, the Coordinating Minister for Infrastructure and Regional Development, Agus Harimurti Yudhoyono (AHY), conducted a thorough review of the ongoing plans for Phase II of the Bali Beach Conservation Project (BBCP), specifically targeting the crucial Kuta-Legian-Seminyak beach areas.

As reported by NusaBali.com, Minister AHY’s inspection highlighted his unwavering commitment to fast-tracking the construction of new breakwaters and associated land reclamation efforts. These developments are poised to dramatically reshape Bali’s western coastline. Current projections aim for the completion of these vital breakwaters by the close of 2026.

“I enthusiastically welcome this project and urge everyone involved to ensure its timely completion, adhering strictly to the established timeline,” AHY stated during his visit to the site on October 13, 2025. He further detailed that the primary focus of the current intervention spans approximately 5.3 kilometers of coastline, an area severely impacted by extensive erosion. Historical data indicates that since the 1980s, between 15 and 20 meters of Bali’s highly valued coastline have been lost to this natural phenomenon.

Consequently, the government is actively undertaking sand replenishment initiatives designed to restore the beach to its original, pristine condition. The Cabinet Minister, who is also the eldest son of Indonesia’s 6th President, Susilo Bambang Yudhoyono (SBY), emphasized that this endeavor goes beyond mere infrastructure development. He described it as a critical strategic measure aimed at safeguarding Bali’s delicate coastal environment from the escalating threat of erosion. In addition to preserving these precious coastal zones, the project is also anticipated to bolster the long-term viability of numerous tourism destinations, hotels, restaurants, and essential economic hubs located along the Kuta stretch.

AHY elaborated that five breakwaters are presently under construction, comprising four entirely new structures and one significantly modified existing breakwater. Each of these breakwaters is designed to be approximately 110 meters in length, with a calculated height deemed sufficient to effectively dissipate wave energy and thereby protect critical public infrastructure and the communities residing along this stretch of coast.

Minister AHY also clarified that the project carries an estimated budget of approximately Rp. 260 billion, financed through a loan secured from the Japan International Cooperation Agency (JICA). During his visit, Coordinating Minister AHY was also informed about the practical challenges encountered during the construction process, principally stemming from tidal variations. As a result, heavy machinery can only be operated efficiently during specific windows: from 6:00 to 9:00 a.m. WITA and again from 6:00 to 9:00 p.m. WITA.
